Maureen Baird is an exceptional lawyer, well-versed in all areas of the law but nationally recognized in particular for her expertise in the field of administrative law.  In her thirty five years of legal practice, she has advised tribunals, regulators and their boards on all aspects of regulatory governance.  She is sought out by a wide variety of tribunals, regulators and individuals for her practical and insightful advice and guidance.

 Maureen’s legal career began with a prestigious appointment as law clerk to the Honourable Chief Justice of the Court of Appeal of BC. Thereafter, Maureen became a partner in a major firm in Vancouver and then a founding partner in a medium size firm, prior to joining Fraser Litigation Group as Senior Counsel. In this role, she will continue to provide strategic advice and top-level guidance to tribunals, regulators and other clients.

Maureen’s well-earned reputation for excellence, professionalism and integrity was recognized by her appointment as Queen’s Counsel in 2011. Maureen was also recognized in the 2021 edition of the The Best Lawyers in Canada for her work in the area of Administrative and Public Law.

She is a graduate of the University of Toronto – B.Comm and LL.B - and was trained in mediation at Harvard Law School (Cert.).


Representative Work

In addition to tribunal and administrative hearings, Maureen is highly experienced as trial and appellate counsel having conducted court proceedings at every level of court including the Supreme Court of Canada.   Tribunals, administrative bodies and those individuals or corporations who find themselves subject to regulatory processes benefit greatly from her timely and common sense approach to dispute resolution.  She is also experienced in matters before local governments (municipalities) relating to by-laws, permitting and licensing and other matters.

Her expertise and sound judgment have been recognized by appointments to the Environmental Appeal Board, the Civil Resolution Tribunal, the Discipline Committees of the College of Physicians and Surgeons of BC and the College of Veterinarians of BC and to arbitration panels of the Pipeline Arbitration Secretariat where she mediates and adjudicates disputes.  She is frequently retained to act as independent counsel to adjudicative tribunals.

She has continued to pursue excellence in all aspects of her legal career and to bring her considerable legal talents to problem solving for clients.  Her goal is to use her legal talent and her common sense approach to continue to serve clients, both tribunals, regulators and those whose rights and interests are affected by them.

Maureen is the author of several published articles and a contributor to the Administrative Law Practice Manual  and has lectured and presented on all aspects of administrative law and decision writing to many professional bodies.

Maureen donates much of her time and energy to mentoring young lawyers.  In the spare time that she has,  you will likely find her with her husband David Lunny (also Senior Counsel at Fraser Litigation Group) travelling, enjoying the outdoors, kayaking, jogging and walking in Vancouver and Whistler/Pemberton, with Nessie - their black Labrador.
